To me the operation must be working because before it he couldn't remember things and he had trouble with writing properly etc. as the book progresses I noticed his writing, grammatical errors and thinking become increasingly better.
I believe he's always remembered but it's been in the back of his mind the whole time, and because his brain didn't function properly he's finally figuring out what has happened in the past. I think at some point he'll finally be able to see his parents faces instead of blurred out faces.
