When Charlie was having his dreams about his parents, he was wondering why he was seeing blurred faces. He didn't understand why he couldn't see his parents faces.
I think that he can't see his parent's faces because they were probably recessed memories that his brain put into storage and then because of his disability Charlie couldn't access those memories. But now since he has had his surgery he can now access a flood of memories that he could never access.
I think that Charlie can not see his parents faces because he doesn't really remember them that well. Charlie also remembers what has happened to him while he was living with his parents. He probably doesn't know what his parents looked like because they were so mean to him when he was young. This is what i think because his parents were mean to him and always thought he was doing the wrong thing whenever he wanted to help his mom would always scream at Charlie.
